I too have just reinstalled Windows 10 after changing HDD and swapping to pure EFI system (don't know if that makes any difference) and when I went to create a new license it says exceede maximum number of licenses
could you please reset my license count for me thanks

Okay unfortunately it crashes in the exact same place

It's a Microsoft problem. There are other threads about it here. I don't know what to tell you. It works just fine on all Windows versions before 8.1.
