Found a resolution to issue #1. If I use a window size the source video is divisible by (such as 64 x 45 for 1080p video), it goes edge to edge.

Thanks for authoring the Windowed Histogram Equalization filter! I use it for basic tone mapping, to flatten the contrast of my 3D videos. Mainly because large flat dark or bright areas cause double images. If I mush them up with extra details, the ghosting doesn't shine through that much. There see...
