Windowed Histogram Equalization

Thanks for authoring the Windowed Histogram Equalization filter! I use it for basic tone mapping, to flatten the contrast of my 3D videos. Mainly because large flat dark or bright areas cause double images. If I mush them up with extra details, the ghosting doesn't shine through that much.

There seems to be a couple of problems though:
1) The plugin appears to leave a row of windows in the top and right sides of the frame unprocessed (the larger the window side, the wider these areas are).
2) In dark areas, h.264 lowers the quality a lot. The histogram equalization makes the blocky artifacts really jump out. I've tried various smoothing or deblocking filters but none seem to work very well. Any suggestions? Could the histogram equalization be given a shadows and highlights threshold or soft clip value?

Found a resolution to issue #1. :) If I use a window size the source video is divisible by (such as 64 x 45 for 1080p video), it goes edge to edge.
