I "downgraded" from Microsoft Insider provided Nvidia drivers (435.27) to latest hotfix from Nvidia (431.68) and DGIndexNV works with 4k HDR
At this point I don't know if it's a problem of future Nvidia driver architecture or what.
The strange thing is that cuvid works ok with both drivers in LAV Filters HW decoding.
@admin feel free to investigate more or not. Perhaps problem will come back when 435.* will become widely available.
P.S: As far as I understood, DGIndexNV saves HDR information into DGI file. How am I supposed to manage it to encode with x265 and get encoded 4K with same HDR metadata? Any AviSynth template or x265 command line are welcome.

I'll put the issue on hold and revisit it if and when issues arise with official drivers. I'm wondering if it is finally time to move to a later CUDA toolkit (contains the CUVID headers). Perhaps that explains the discrepancy between LAV and DG here. The problem is that if we upgrade we'll lose support for a boatload of earlier not-so-old cards.

I confirm that these 435.xx drivers are broken for both 1080Ti and 2080Ti. I don't know why LAV is working. I tried CUDA toolkit 8.0 and it made no difference.
Meanwhile I got hosed temporarily by Windows. I updated to latest 1903 stuff and it converted my system to DCH, so I had to do DDU clean-up and then install 431.70 DCH driver on my 2080Ti system.

I am on the Insider bandwagon since alpha version and never got DDU updates on Nvidia. Perhaps because I use enterprise version only.

Yes, that is one of the links, but sometimes the normal control panel doesn't get installed after a DCH uninstall and standard install.
Or at least that is what I gathered from reading some of posts on the issue. I might have misread though

MPC-BE (x64 flavor, just remember to disable internal filters) and LAV Filters latest nightly but I think stable ones should work too.

View >> Options >> Internal Filters
The why?
If they are not disabled, MPC will use the internal filters and not the external LAVF
