Albert and I have implemented a 10-year future capability for the Wayback Machine. We need to increase that to around 500 years to rescue DG. We are hopeful! Albert says we can find a reference frame in which 10 years transforms to 500 years. That's beyond me. I'm still working on Hilbert spaces and unitary operators, but I trust him.
Thanks for the help. I installed vc_redist.x86.exe and vc_redist.x64.exe. Then I ran avsmeter and received the following errors, which don't indicate why avisynth.dll couldn't load.

C:\Program Files (x86)\AVSMeter>avsmeter -avsinfo -log

Error: AVSMeter (x86) cannot load a 64 Bit avisynth.dll.

C:\Program Files (x86)\AVSMeter>avsmeter64 -avsinfo -log

AVSMeter 3.0.6.0 (x64), (c) Groucho2004, 2012-2020

Error: AVSMeter (x64) cannot load a 32 Bit avisynth.dll.

Sounds like you may have the two DLLs in the wrong places. The 64-bit one goes into system32. The 32-bit one goes into SysWOW64. Seems backwards but that is correct. If that doesn't help please post the full AVSMeter output for the 64-bit case. Also please search your hard drive to make sure you do not have any unexpected copies of Avisynth DLL lying about.

DING DING DING. The 32-bit and 64-bit versions were misplaced in the system32 and SysWOW64 folders. Thanks so much for your help.
